Set out who is speaking, in what capacity, and what they say, in numbered paragraphs, with the exhibits it refers to listed by digest. Sealing it prints a SHA-256 of the text on the document and in a small JSON file, so anyone holding either copy can check that not a word has moved since. Kept in this browser, nothing uploaded.

Write in the first person, one point per paragraph. Leave a blank line between paragraphs; they are numbered automatically so they can be referred to by number later.
List each document or photograph the statement mentions. Attach the file to record its SHA-256, so the exhibit the reader is holding can be matched to the one the statement means.
Sealing computes a SHA-256 over the header fields, the numbered paragraphs and the exhibit list. Change anything afterwards and the seal is cleared until you seal again.
Load the JSON sidecar. The text in it is re-hashed here and compared with the digest it carries.
It is a fixed text with a fingerprint. The digest lets anyone confirm the paragraphs and the exhibit list are exactly what was sealed. That is useful when a statement is passed between people over months and somebody later says a sentence was different.
It is not a signature and not an oath. Nothing here proves who wrote the words or that they were sworn. Print it, sign it in ink in front of whoever your process requires, and keep that copy. The seal covers the text, not the signature.
The time is this machine's opinion. The sealed-at timestamp is whatever the clock on the sealing computer said. If when it was sealed matters, record the digest somewhere with its own clock: send it in an email, or add it as an entry in CHAIN.
It does not judge the contents. A false statement seals as neatly as a true one. The statement of truth is there because it is what the reader will hold the writer to, not because the tool can check it.
